Township Chief's Words:
Dear respectful villagers,
Under the long-term supports and entrustment of you, successive chieves and service teams of the town have made great progresses in hardware& software construction and community development.
However, as is known to all, Hsien-Hsi has been a lean land without any geographic advantage at all since ancient times and is left far behind by other towns in the development of agriculture and industry. Therefore, the chief of our town must be a highly capable and vigorous person who has a better understanding of needs for construction of the town to obtain the most resources to construct the town and benefit the villagers.
Hung-Yao Huang, current Town Chief of Hsien-Hsi, is such a person. As a native of Hsien-Hsi, Mr Huang lost his father when he was young and was brought up by his mother in his early days, Mr Huang made up his mind to serve the villagers and make his personal contribution to the town. After retiring from the army, Mr Huang passed special examination at the grassroot level &obtained the qualification for being employeed as civil servant in 1979 by means of self-learning while working, plunged himself into land surveying service under the concept that “the land feeds the people”, with his footprints covering towns like Erh-Lin, Ho-Mei, Hsien-Hsi and Shen-Kang. Hence, Town Chief Huang has a better and comprehensive understanding of human geology around the town as well as service experience. Since taking over as the Town Chief, Mr. Huang further felt the important responsibility of town construction without daring to relax for even a moment. Thanks to the strong support, full authorization and guidance of the villagers and town congress, administration and various services of the town are going ahead smoothly as planned.
Insistences in pursuing a political career
During the years since plunging himself into civil service, Town Chief Huang always serves the people by upholding the idea of brining benefits to the villagers, encourages himself with the motto—enjoying cultivating oneself while serving in the government” and seeks to work to the full satisfaction of the people both in town construction and overall construction of the community. Since taking over as the secretary in 1990, Town Chief Huang set out to plan the construction of the town in an overall manner and has tried his best to obtain construction resources from the outside by laying the emphasis of governance on overall construction of the community, community welfare and convenient online services, including road widening and innovation of drainage ditches, ---the biggest concern of the people, addition of books to the library, restoring the atmosphere of study, establishment of joint nursery , repairing and building model cemetery to show care for death and memorize the deceased.
Town Chief Huang and the town government service teams made remarkable achievements in a short time, which can be reported to the villagers from the above-mentioned three aspects:
One. Overall construction of the community
1. Pushing forward greening construction by means of extensively planting trees along the roads.
2. Constructing 8 community parks and recreation areas throughout the town using special subsidies from the county government
3. Pushing the villages to organize visits to model communities.
4 . Trying to acquire county government subsidies and contracting Wen-Tsai port planning project to increase the income of the fishermen and build a new scenery combining sightseeing, recreation and shopping.
5 .Applying to the Council of Agricultural Affairs for special subsidies of 2004 Rural New Scenes.Estimatedly, NTD 14 million will be acquired for implementing Hali Barrack Innovation Project. Once the project is completed, windmill landmark of the town can be erected to convey such characteristics of industry in Hsien-Hsi as drum making, preserved eggs, salted eggs and breeding and mechanisms such as mullet festival, cate, feast and local accommodation may be combined to increase visibility and foster prosperity of the town.
6. To facilitate an atmosphere of humanity, arts skills and learning, we specially acquired NTD 3.5 million from the higher authority to renovate the library and applied for building automatic facilities for entire network of the library.
7. In conjunction with policies of Ministry of Economy, cooperated with Chien Kuo Technical College on planning the construction of large-scale wind power generation facilities in order to realize self-sufficiency in power supply, selling of superfluous power and opening new revenue channels for the town.
8 .Pushing forward Project of Re-using Ancient Buildings of Hsien His, which ranked 1 st in preliminary examination of the County Government Bureau of Culture and has been forwarded to the Council of Cultural Construction.Once the project is approved, we can set out to popularize the traditional skills.
9. Completed the contracting of innovation project of costal roads of the town under the entrustment of Expanding Public Construction Program of the Executive Yuan
10.Successfully acquired a subsidy of NTD 3.5 million from Council of Cultural Construction under the Exrcutive Yuan to carry out space& operation innovation project of library of the town.
11.Completed the design of town emblem while working as Secretary of the Town to build up a new& quality image of the town.
Two. Community of welfare
1. Establishing joint nursery to provide multiplural education to the later generations by means of integrated education.
2.Renovating facilities related to the charnel house of the town to fulfill the social responsibility of properly handling death of the ancestors and memorizing the deceased.
3. Holding a large-scale Mullet Festival at the end of 2002 and created the record of two hundred thousand persons visiting the town in a single day.
4. Continued to handle annual scholarship application, review and distribution.
5. Completed the road lighting renovation project of the 5 th cemetery .
Three. Convenient online services
Completed contracting of convenient service net, hindrance-free webpage and administrative knowledge web portals in Nov,2003. The purpose of convenient online service is to post the forms relating to various convenient services of the town government on the website using the boundless nature of the Internet for people who have the need to print and complete at home so as to save them the precious time. Later, other functions of the online services will be expanded depending on requirements of the villagers to achieve the objective of ‘online town government door-to-door service'.
