One. History
Hsia Li Village, located at the northwestern part of Chang Hua County, is bounded by Hsi Tien Li, Ho Mei Town on the east, Tsao Chung Li, Lu Kang Town on the south across Po Ya Kou, Wen Tsai Village on the west with Taiwan 17 th Line as the borderline and Kan Ting Road& Chung Che Road of Ting Li Village on the north.

The village of Hsia Li is compact and concentrated. Prior to the arrival and development of the Han people, it belonged to the land of head of A Tong Community, Ti Liu. In the early days of Emperor Yong Cheng and Chien Lung's reign of the Great Ching Dynasty, Chih Shen Yang Family, great landlord of Chang Hua and Shih Hsiang Chang Family, great landlord of today's Yun Lin and Taipei County developed the land. At that time, the village, joining Ting Li Village was called 30 Plough, that is, they had farmed lands of 150 Chias. The Yangs' and the Changs' recruited tenants and concentrated beside today's Po Ya drainage ditch. At the beginning, it was called Ti Liu Chuang, which was named after the above –mentioned head of A T ung Community, Ti Liu.Estimatedly, the village was renamed Hsia Pi Chuang in the reign of Emperor Tao Kuang and Hsien Feng, as opposed to Ting Li.Clearly, the village got its name of Hsia Pi because it was located at the lower part of 30-Plough.

To pay taxes to the landlord, the harvest of the tenants growing rice or dry crops were transported to Lu Kang from the south side of today's Ching Shan Palace Lady Mother and the north bank of Po Ya drainage ditch (Fa Tsai intersection, on the southern edge of village between the 5 th and 6 th neighborhoods) via Ching Ho, Lu Kang using commercial boats and the rice as the taxes were collected at the Kung Kuan located at north of Hsia Li of the 5 th neighborhood before they were shipped out.

Major surnames of the settlers recruited as tenants include Chen, Ko, Wang, Huang, Hsu and Hsie. The Chens'are distributed in the 13 th and 14 th neighborhoods, the ancestor of the Kos who came to Taiwan was the son –Jen Kung of Pai Kuo Kung, who used to live in Hou Pi Pu, Nan An County, Fujian, came across the Straits with his brother to Taiwan and landed at Kou Chien of Lu Kang, leaving his descendants at Hou Tou Chuo, Lu Kang. Jen Kung had five sons---Yi Ming, Yi Kang, Yi Kai, Yi Lin and Pao Lin, with a few descendants of Yi Min and Yi Kang staying at Chen Tou Chuo, a few of Yi Kang and Yi kai going to Ping Li, Ho Mei Town, descendants of Yi Lin moving to Pu Li, Nan Tou and descendants of Pao Lin moving to the community and scattering around the 14 th and 15 th neighborhoods, which were the ends of the village. The Wangs were distributed in the 1st through 5 th neighborhoods with a few in the 6 th neighborhoods, which were located at the head of the village. The Huang's were distributed in the 11 th and 12 th neighborhoods with a few in the 9 th and 10 th neighborhoods. Hsu Hui, the ancestor of the Hsus' who came to Taiwan, born in the 22 nd year of Emperor Kang Hsi reign (1683) and died on the 15 th year of Emperor Chien Lung's reign (1750) used to live in Chin Chiang County, Fujian and came to develop in the community after arriving at Taiwan, leaving the descendants scattering in the 9 th neighborhood, which is the central part of the village and a few in the 15 th neighborhoods. The Hsies' were distributed in the 6 th neighborhoods with properties including textile factories of Chang Yu, Chung Ho, Tui Ho, Lao Song Weaving, and C. In the village are temples like Ching Hsin Palace , Ching Shan Palace and historic buildings like ancestral houses of the Kos ' and the Chens'.

Two. Geographic location
East: bounded by Hsi Yuan Li.Ho Mei Town with Hsia Li and Ho Lo Road as the borderline.

West: bounded by Taiwan 17 th Line with Hsia Wen Road as the borderline.

South: bounded by Tsao Chung Li, Lu Kang Town with Po Ya Kou Bridge as the borderline.

North: bounded by Kan Ting Road , Ting Li Village with Chung Che Road as the borderline.

Four. Natural and humanistic environment.
Currently, the village contains 17 neighborhoods, 495 households,2304 people and many small-sized factories. Mostly living on agriculture, the villagers lead a well-off life of increasing standards. The villagers are highly coherent and united.
