Two. Nature of the congress
Collectively known as local autonomy bodies, the Villagers congress and the town government are charged with the legislation power and administrative power of the town, that is, legislative bodies and administrative bodies, jointly manage local affairs and affairs entrusted by higher-level governments.

Three. Congress organization
In accordance with article 33 of Local System Law, town (township, city) representative shall be elected by people of the town (township, city) by law, serve on the congress for 4 years and eligible for re-election to organize town (township, city) congress.
According to article 3 of Regulations of Town (Township, City) Congress Organization Self-government (the Regulations), the number of congress representatives of the town elected on June 13 th , 1998 shall be 11 and article 6 the Regulations provides that one Chairman and Deputy Chairman shall be elected or recalled by the representatives by secret ballot. Also according to article 26 of the Regulations, there will be secretary and members serving on the congress to manage affairs of the congress.

Four. Powers of the congress
In accordance with provisions of article 37 of Local System Law and article 15 of Regulations of Congress Organization Self-government, the powers of the congress shall be:
(1). receive and approve conventions of the town.
(2). Receive and approve budgets of the town.
(3). Receive and approve temporary taxes of the town
(4). receive and approve disposition of properties of the town.
(5). Receive and approve organization regulations of the town government and institutions a ffiliated to it.
(6). Receive and approve proposals of the town government
(7) review the report on final accounts of the town
(8). receive and approve proposals of villages representative of the town
(9). accept petition of the people
(10). Powers endowed by the higher authorities, bylaws and regulations in accordance with laws.

Five, Congress duration
In accordance with article 34 of Local System Law and article 16 of Regulations of Villagers Organization Self-government, duration of the congress shall be as follows:
(1). The congress shall meet once every 6 months , be called by the chairman in each may and October, last 12 days including holidays and adjournment
(2).Upon request by the Town Chief, Chairman and more than 1/3 representative, the Chairmen may convene an e xtraordinary meeting within ten days. The meeting shall last no more than 3 days including holidays and adjournment and not exceed 5 times every 12 months. To review proposals forwarded by the town government, the chairman may convene the e xtraordinary within 7 days during suspension of the meeting.
